Town can use love potion to nullify the vote of a player they think is scum. Nero, as town or scum, could easily want/use that. Other town uses would be to nullify a scum-vote on a townread.
Scum would use it to protect themselves, but it would draw speculation and scrutiny, so it has less than optimal (but still useful) scum use.

But that still holds the problem of using neighborizor that was explained beforehand. Even if, say, Right Scum used it to contact Left Scum for stuff, they still have to convince the other side that they aren't town trolling them and they still can't entirely go off of what the dead scum says. For all they know it could just be made up lies because he/she doesn't believe it's the opposite scumteam calling them or because they're just trolling.
