I assume that everyone that is NOT herder, or a majority there of, had vezok within the 3.

Uncommon Infected is computer controlled infected that you only see in certain places. Clowns you find at the carnival.

Special Infected are ones you can control (Boomer/Hunter/Smoker/Spitter/Jockey/Charger). Witch probably fits under here because despite being computer controlled, they are unique and different from the horde.
