The issue is that scum still have to finish the narrative, and the number of paths they can take to get there are getting progressively more limited.

Nacho's acting in such a way that it looks like he's going for none of those paths.

I think I've made it pretty clear that {foxhound, magenta, penguin, RG} are all nearly-equivalent lynches for me b/c I'm pretty sure Nacho and Tammy are town.
