Seeds are like passive Azir soldiers; minions that last a bit longer and are activated by her other spells. Her other spells... which include an AoE knockup, an AoE snare, and that AoE ult with the massive knockup / nuke / minion steroid.

If you're passive on leona, you're doing it wrong and need to practice to improve your limits

If you're passive on leona, you're doing it wrong and need to practice to improve your limits
(Also, Zyra is probably one of the more aggressive / poke orientated supports in the game, and it's super annoying and efficient if the opposing bot lane can't either sustain it, avoid it, or block it)
But you didn't make up that reasoning on the spot. It's something that's actually been thrown around as a reason not to do it on the back end, based on how you said it. And that is positively ridiculous.
I'm more theorizing the subconscious process behind not doing so than telling you what's been said behind the scenes. Because I have no idea why it hasn't been done before despite having been requested many, many times.
Apathy and too much ambition are the reasons things don't get done. I don't believe that you'd jump to that reason without some support for it in what you've seen back end.
