Q - Glitterlance

Decent at rank 1, there's no real need to max it first, but it's really up to your preference. Just like the rest of her kit, it's a great tool for escaping, especially with smartcast enabled. When running, whimsy self and shoot Q, E'ing only when you know you are going to be hit by something. Be wary not to push the minions in your lane when harassing with it. Only push with Q if you and your lane partner /want/ to push. If your team lacks waveclear, you may want to max it first. Use your discretion. Even if you are maxing it first, it's probably best to put your first point into it at level 2. You will be very vulnerable at level 1 without a point into shield.

W- Whimsy/PolyMorph

is a very strong ability and shouldn't be maxed last when you are in the supporting role.
When chasing someone, generally you want to speed up the person doing damage rather than poly the person running away, UNLESS they have their escapes off of CD. But depending on the escape, it might still be better to use the speed up. The poly is great to prevent over the wall dragon steals, but only to prevent the enemy from getting into the pit.

E- Help, Pix!

I personally max shield first, it is the most comfortable and I find it as very useful early game. Putting Pix onto your adc can help mitigate damage or buff their auto attacks when they are harassing. Especially when you go vs dive heavy teams, or when early dragons are at risk. On average, in high plat+ games, bot lane will likely be dived constantly, and dragon will be hot hot hot. Make sure that you shield yourself sometimes too, especially if you are auto harassing and are going to be taking minion damage.
Your E is also very strong vs stealh champs, as you can put pix on them to reveal them. If you are vs twitch and his stealth is up and you go in, make sure to get that pix on him if you think he can escape. Same for Akali and her bubble. When bush battling in bottom lane and you don't have a ward in their bush, if you get your E on the enemy support before they go in, that also helps. Keep in mind allies that need vision to hit their targets. Your E on the enemy can help Cait or Ezreal with their ults~

Even though your E is really good for protecting, it also does quite a bit of damage. And it of course sets you up to better hit your Q. However most higher level supports and adcs will run around in circles if you put pix on them, to try and keep you from hitting the Q. You can still hit them, but if you think you will miss don't waste the mana if you're low.

R- Wild Growth

You can use this to save people, or to knock up the enemy. It is a case by case basis on which is more important, but for example if your malphite goes in and ults the enemy team, after his CC has finished ulting him will provide your team with some wombo and maybe some combo. Don't ult Galio while he is in the middle of his ult. You will cut his ult short. Not that people play Galio... but yeah.

Runes/Masteries

Spoiler:

Hybrid penetration because lulu is good at auto harassing.
Scaling armor because I like being in constant danger early game, you can do scaling health or flat armor if you prefer.
Mana regen because I still love being in danger, and Lulu is incredibly mana hungry. If you don't spend a lot of mana on lulu, feel free to switch out for magic resist or something.
MS Quints because I can't stand being so god damn slow. Switching from Janna to Lulu is painful, even with this runepage. Of course, you can take something like GP/10, or Flat Health, or even AP. Whatever is most comfy for you~

I do this because I want the 10% CDR to start, and I generally build some resistances on lulu so the 5% buff to bonus Armor/MR is nice!
You don't have to do this, 9/0/21 is fine and so is 0/9/21. Generally the only real important things, for me, are the movespeed and gold buffs.
If you want the increased experience over the increased mana pool, go ahead. It's probably better anyway. I might change that.

I do not recommend upgrading Spellthief's Edge.

It's 500g, with no passive increase in gp/10. You can hold onto Spellthiefs until you need room in your inventory for something else. FQC is all together a lackluster item and you can get much better items to fill that 10% CDR you need. The only reason you want to start with the spellthiefs is to get a little bit of a boost to your early game harass. The reason you don't upgrade to Frostfang early game is because that 500 gold needs to go towards your sightstone and pink wards/etc. By the time you could reasonably afford the upgrade it's probably been too long and other items are just of more importance. If on your first back you can afford a sightstone and the upgrade, go for it. If you really want to use FQC as your 10% CDR item, go for it.

From there, build for your team. Finish athene's when you can, make sure to get your last 10% CDR somewhere. You could get a Locket, or Twin shadows. Either are great. Twin shadows is a very under rated item! Item CD mastery helps. There are other things you can get as well. Going over the cap isn't a mighty sin either, especially if you are building something with stats your desperately need.
If you are facing an incredibly high cc team, you may want to get Mikael's instead. If you do that, you'll need to get 20% CDR from something. Get what works best for your team and against the enemy.

Boots are always situational! Probably pen boots are least important on supp lulu.

If you can afford it, get a deathcap. It provides you with tons more utility for teamfights.
You can even go full AP support Lulu if you like. As long as you still buy sightstone. I do it sometimes when I'm having a really good game and I build a lichbane and a Zhonya's for fun.

Okay that's all I can really think of to say. I would give matchup advice but lulu works well with just about any adc. Supports she has a hard time against are those that can outsustain her poke and prevent most aggression.
Nami/Janna can be difficult for Lulu. Really though, late game you will still massively be able to help out in teamfights with your kit.

Spellthief. I'm saying leave the item at it's starting level and don't upgrade it. I updated my post with my reasoning.
Having tested using it fully upgraded for dozens of games with and without, I find other items better.
I find the spellthief to be an overall more useful starting gold item compared to the others on Lulu. But the upgrades aren't needed.

One more thing to note:

IF you definitely want to catch someone but you are the only one close enough to do anything, run into them and ult yourself. Not only do you knock them up, but while you are big you have a slowing aura for 7 seconds that starts out at 30%.

I remember one game where I was at one bar of HP and their cait was full health while our Elise was coming around the corner. Their support had seen him and was running away but I whimsy'd into the ADC so the ADC stayed to fight because I looked like a free kill. I then ulted myself, which gave me tons of health while knocking her up and by the time our Elise got there she could kill her. It's a very easy tactic that I don't see a lot of lulu players employ but is hilarious when you execute it well!

amumu/ramus don't actually have bad scaling. Malphites scaling isn't so bad either, though worse than those 2. The reason they build tanky isn't because they can't scale, it's because when you are melee you need to be tanky.
