(hypothetical AK-scum): It's a strategic consideration more than anything. If I were scum and I thought I knew who my not-town opponent was, it would entirely be dependent on how likely he thought that person would NK him if left alive. If I am Y and I think X is scum who won't NK me, it behooves me to leave him alive so I can NK him and he can NK someone else the same night. If that isn't true, I might want X lynched because he's a threat to me at night. I also might not actually know. Also he could be bulletproof or some shit and that could change things (leaving scum alive becomes a much more attractive option, etc)

This is less about that and more about internal consistency on his part
