First 3 levels:

E -> Q -> W. Max E, as it's your best waveclear and harass. From there, buy as a standard AP mage(chalice/grail, sorc boots, zhonya's, Dcap, void staff as your first items. If you're safe, lich bane, otherwise a GA or something.).

Combo is Q -> (auto if safe) -> E (both procs) -> R. You won't really 100-0 things if not fed, but you can burst them out pretty well. You can also do E (first proc)-> Q -> (auto) -> E (second proc) -> R, as the slow on E makes Q easier to hit. After your ult, if you can get an auto off safely, do so.

R>E>Q>W with exceptions.

vs. enemy laners with lots of kill potential / are just better than you and you want to play it safe, taking 2-3 points in W before maxing E isn't a bad choice, especially early on. 3 points in W by level 6 combined with either barrier or heal is going to make it REAL hard for something like Fizz/Zed/Talon to run up and kill you.

My build is fixed at Doran's Ring + 1 pot >> Another ring + Chalice >> Boots + Grail >> Mejais + Deathcap >> Void Staff >> Zhonyas.
Could be more fluid based on whether or not you really need that zhonyas but eh once you have AP the shield covers everything / you shouldn't be positioned horribly enough to die anyways.
+ I personally think mejais is core on Lux. But if you're dying 5+ times in games as Lux (even when you're winning) then don't get it.

Passive: You mark anyone hit by your skills (QER). You can 'ignite' or 'pop' the passive with autoattacks or your ult. It's a significant amount of damage, helps tons when waveclearing. Get used to calculating how much damage your passive will do.
Note: Passive is not an excuse to get Lich Bane. You should never get Lich Bane. You shouldn't be in range to use Lich Bane effectively at all.

Q is a linear skillshot bind, similar to Morgana's, though Lux Q hurts a teeny bit less and snares for less, but has a shorter cooldown, I think. Not sure, don't quote me on that.
It snares TWO enemies, the first two it hits. The second one is bound for only half the duration BUT the second enemy also has the passive debuff applied to them so it's not that bad when used to waveclear / snare someone through minions (which isn't recommended, but if you have the mana lying around to do it, do it).

W is a linear skillshot shield that boomerangs. It shields you and everyone hit by it TWICE, when it goes and when it comes back. You can spam this on cooldown late game and stack assists like crazy. And it helps you win trades in lane. Also counters ignite when used correctly.

E is a ground targetted AoE spell that slows and reveals the area, then does damage when you pop it. This is your main damage skill, but don't be afraid to use it to waveclear or check bushes. It's on a short enough cooldown.

R is a LAZER. It's a badass fucking lazer. Amazing shit.
It does quite a bit of damage and ignites your passive and reapplies it if the target already has passive on them so it's a huge burst damage spell.
Short cooldown too.
Also holds the record of the most skill name changes, I think. Don't quote me on that either.

Skill usage:
Lux skills take a huge chunk out of your mana bar. Thankfully, she has good growth in the mana department and you're going to get Athenes.

E alone is really safe poke, and easy to hit. Just send it where you think your enemy is going to go and you'll hit it 85% of the time.
Putting the debuff on someone also makes them wary of your autoattack. Good use of E makes for good zoning.
The slow also isn't that bad. Use it to hinder enemy movement. People will likely step around it even when chasing after a 50hp Teemo. Really.
(not that you should save the Teemo)

Early farming: E once and use passive and autos effectively to get cs. Your autoattack actually has a decent animation (one of the best, imo, on par with Ahri/Orianna in terms of ranged mages).
Farming anytime else: When the enemy minions come, set E where they would be going, and bind the first two melee minions with Q. Pop E when you can hit all six minions with it. Then cs the melee minions if they're getting low, else just wait for E cooldown and use it again to clear the wave.
Farming with R: Aim and click. Voila.

Ult usage: If you're using it as a burst damage tool on a person you can reach, go for Q-E-R-E casted in quick succession.
If you can't do that, just remember that you should always hit R on someone bound by Q, or held by some other sort of CC or hefty slows to guarantee that you hit the most people for the most damage.

When used as a ranged execute, aim and click. Press shift+4 the next time you get into enemy vision.

Spells:
Flash is a must

You have a choice between Ignite, Heal, Barrier, Exhaust, and Teleport.

My feelings about them:

Ignite: I don't like it.
While QERE on someone with full hp leaves them at like 20% hp (ignite+auto kill range, maybe?), all of Lux's spells outrage Ignite, and she can easily whittle down enemy health bars with Q and E prior to QERE--she doesn't have to all-in and assassinate someone.

Heal: It's nice. The HP + the movespeed bonus and the ability to cast it on a teammate in need as well helps. Though it gets eaten by Ignite, which is common in the midlane.
Barrier: Also nice. The benefit of barrier is that it can prevent ignite ticks or eat an obvious incoming big damage spell like Death Mark or Chum the Waters, but barrier doesn't help your team nor does it give you that movespeed bonus.

Exhaust: The ultimate counter for things like Zed, Talon, Riven, Yi, Tryndamere, Fiora, and Rengar.
(When used correctly.)
Not a bad choice at all, I need to take it more often.

Teleport: Roaming potential. When you feel like you don't need the heal/barrier/exhaust because you're just that badass.
Also Teleport > Clarity in terms of mana regen. Teleporting back to lane (even if it's mid lane) isn't a bad choice, too.

The thing about Lux tho is that all of your abilities are miss-able.

You're gonna want a bit of practice in hitting those abilities to avoid being completely useless

also QERE or just simply ERE will pop E before R damage hits if you hit E fast enough when R is casted

stuns/silences will stop you from popping E, though, so don't try to QERE something like Elise or Soraka

and Marisa woohoo.

Thankfully, that's the thing i feel most comfortable about in league is my skillshot aiming. Adjusting to the projectile speed and range is the only thing i have to modify.

misleading title alert

like I read that and I was like "wow that's a lot of work" and then half the champions were "no changes needed"

I mean it's still a lot of thought but

Was just reading that earlier today, and I think I agree with the consensus that while the scale of the work is impressive, a lot of the reworks are kind of silly.

Here's a champion thats been perfectly fine in the past but doesn't fit into the current meta, lets fix that by making his damaging moves scale with HP?? (number of times this was done is silly).
Taking a break from the site.
