It depends on the context. If you use 'scum' to describe any anti-town faction, like the mechanic for raid tokens, then yes House was scum. This means town has 16 Raid Tokens, presently. If you use 'scum' as a shorthand for groupscum, I can tell you I typically use

for groupscum, and
orange
for 3p flips. House would be the latter in that case.
