The number of players that get protection from any one ability is dependent on what that ability says. This is just defining what "protection" means for players who have it. So, the latter.

I think the first choice is much better than the second choice. The second choice is in case scum use both their kills on the same target or something like that while the first one can give us information if a kill is protected. Imagine how unlikely are scum to use a kill on the same person with the same sign match.
