Spiderlings really only matter in jungle where they tank the creeps for you, and when you are running away and using them as skillshot absorbers.
I've been hard maxing W second since I just started Elise and levels on W stabilizes her jungle clears, but I've been meaning to move on to maxing E second for the longer cd on her stun.
Elise is a mage-assassin-tank who's TERRIBLE at all three of those jobs.
Elise fails when built full AP (mage/assassin) often because she has to jump into melee range to finish off targets, she's very squishy, and lacks a reliably escape (as rappel requires neutral camps to "escape" with). She goes in, kills one person (thanks to the dps her spiderlings put out), then dies. Meanwhile, leblanc can 100-0 squishies and get out, so she can participate later.
Elise fails when built full tank because a tank's job is to disrupt the enemy team through CC and be enough of a threat so they have to be focused. Elise cannot disrupt an enemy team and does not have enough base damage on her kit to be a threat without AP. Her lategame becomes "stun-bot which can miss her stun").
Elise fails when built a mix between the two because she proceeds to do all of the above in a mediorce way.

No, her spiderlings also do more damage per rank. Her spiderlings also scale with 30% AP, just like Elise herself does. So it's actually a pretty sizeable DPS increase. They also get increased Armor and MR per rank.

I think her spiderlings just get stronger with ranks in W?
Still marginal if there's lots of passive AoE tho. I've read people suggest that that's what kept the anti-tank assassin thing from becoming meta during Cinderhulk (damage nerfs aside).
She's really, really, really, really awful right now. Lowest win rate of any jungler, and she isn't viable in mid or top right now. And other supports do everything better.
EDIT: Anyway, expect to see some minor kit changes (maybe spider form W?) and some numbers changes for now. Possibly an actual base damage on one or both Q abiltiies. And ricklessabandon referred to her as a "puzzle" that will definitely not be solved by this iteration of changes to her.
