Arguably it was, but town managed to break it. So the rules would need some modification for future use. (In particular, players were forced to demonstrate that they didn't have any unclaimed Insanities every day via doing things that would violate them, which was both a lot of faffing around and make the mechanic hard to use. As such, the list would need to be modified to be less observable.)
EDIT: Another problem is that if you look at the setup through a really complex, distorted lens, it looks like a Texas Justice variant (after all, every townie has the potential to vig…) This makes it semi-broken for much the same reasons.

Not that I am going to make one yet, but I'd be interested in doing a mafia based on the lore of Warcraft (Warcraft, WoW, and Hearthstone in general). Would anyone else be interested?
Here are how the mechanics are working in the mini, and unless is fails I would keep them the same except in a large I am going to let each player pick two summoner spells
The game starts N0, and each person gets to place a skill point in one of their abilities. Each night you "level u"
The game will be mostly balanced, and while everyone will have 4 abilities, most abilities will just be post restrictions, or flare and flavor
If you put two points in the same ability, the ability will get either stronger(vig turns to strongman, Commuter turns HoV Lane Commuter) or if it is a 1 shot ability an additional point will gain you another shot. Each ability will have 3 levels, other than you ult that only has one.
In order to use your ultimate you must have at least one skill point in all other abilities(trade off to strengthening your abilities)
