Neighboring someone doesn't make them confirmed town. I already went over how they could have used the neighborhood to only cause more discord between you and Titus.
Yes Ceasar is this game, which is why none of what he has said today makes sense. Scum wouldn't waste a Wonder spot on obvious lynch bait.
