@Mod- Does priority for not building wonders accumulate?

As in, if a player does not build for one day, and tries for the same wonder as a player who does not build for 2 days, and no other players try for that wonder, and assuming no other forces affect the decision, does the player who did not build for 2 days have priority over the other player because of the not-building for 2 days?

Every day you do not build a wonder, you are moved above everybody that tried to build a wonder. So yes, the priority for not building accumulates in a sense.

Makes me think she already has one, and that it is not beneficial to town.
