This is not likely. With a nancy lynch if she flips town then we know the wonder is in play in scum's hands.

If she flips scum and lacks a build of it then likely no one built it as town could CC.

If she flips scum and has a build request for it then someone made her fail and likely the wonder is with town who didn't CC which is a moon's logic.
