I disagree and here is why.

BigBen and any wonders remaining built by the scummiest players remaining.

We need to find Town and be positive not try to "capture" scum.

If EVERYONE has to townread RC that works for everyone as either RC would be Town in that case or two scum known. This reduces the pool rather significantly without being dependent on BigBen's accurate results first.

Then we have a narrow world to analyze whether scum consent or not.

It is about building agreement. Because if people agree to things then we can look at what the results mean.
