thinking someone trying to paint themselves as conftown when they're not is scummy is bad.
your second point is basically just a possibility. it's saying he's doing something, but there's no actual evidence that's what he's doing over town who realised it was too weak to push on at that point.
same with the third.

it feels like you just thought dong was scum and made a case on him based on him being scum
