Um yes it is. It's the whole gaining trust thing... TSAGod could be scum and didn't expect the bandwagon to get this far as well.

I want to see a claim from akonas. I also don't think it's that great of a wagon, but it's at the point where he needs to claim regardless.
On scum starting bandwagons against scum: That's really a very WIFOM arguement, so let's ignore that for now. I do think that if TSAGod is scum, he was trying to get a quick lynch on Akonas.

Well, I started a (short-lived) bandwagon on everybody. And since everyone cannot be protown (or the game would be over), I must have just started a bandwagon on scum. And since scum only start bandwagons on protowners, I can't be scum!

ROFL at pie. Bertrand, there is always the possibility of a serial killer or other roles. Also, scum do often try do distance themselves. While it may seem like WIFOM, that doesn't mean that you can ignore it. I know many a game in which scum have even run partners up and gotten them lynched, simply because they are then in a position of trust within the town.
I don't think that my claiming at this point in the game will help us catch scum. It is so easy to fake a claim, what with all the characters in the many comics. And many of them may be neutral, or win purely based on settling grudges with other characters. So I'm just going to say that one of my win conditions is to have all scum eliminated, and town win.

No one would claim different... I'm sorry but I really think it would help. Faking a claim is easy but sometimes claims can be proven... I think anyone saying they are on the town's side doesn't really count as a claim.

Akonas, there are other ways we can assess a claim also; for example we can look to see if there is some consistency between your name/role type/win conditions.
We can also assess how a person reacts to being asked to claim, and frankly, your "Woe is me, claims are useless" argument worries me.
