mod publicly announces that
1. every player is an X-shot vigilante including the mafia
2. each person can have a different number of shots
3. a person can have 0 shots
4. players are not told how many shots they have
5. the average player has 2 shots
6. mafia have no factional NK
players are not told that:
in reality no one is a vigilante except spiders georg. spiders georg, who is an 18-shot vigilante, is an outlier adn should not have been counted
