I'm inclined to agree, however there are some caveats that at least make the claim worth entertaining.
Minions stated that the result is sent to the HoH via the mod. This makes the claim automatically confirmable if it's the case. The balance side of it is that 50/50 the person he investigates could end up being evicted anyways, and since the HoH can't vote, he has to sit by and wait to see what comes about it.
Now, the paranoia side suggests that there is power the scum have yet to have revealed to circumvent this. Vote Manipulation, Framing, and Killing the HoH all come to mind. I'm inclined to rule out Killing the HoH outright as I believe that if Scum had that power, they'd probably have used it by now on Imperium (unless he's bamboozled us, in which case, congrats scum, we are never lynching Imperium, so you've pretty much won the game). I'd also be inclined to rule out Vote Manipulation, unless Desperado is indeed scum, in which case they haven't had a need to use it yet. Framing seems entirely plausible, possibly even a reverse framing ability where they can make a nominated scum into a godfather.
This still doesn't solve the problem that scum haven't seemed to show their hand on, and that's eliminating confirmed and high threat town players. This is why I feel there is still power that has yet to show itself. All the same though, either Minions confirms himself to the HoH or he just set himself up to be the next on the chopping block. And obviously, if the HoH dies mysteriously without being able to corroborate Minions claim, it'll look really bad for Minions. But again... I feel as though if Scum had a way to kill the HoH at night, they would have used it on Imperium by now.
My suggestions for nominations would probably be one player from each of these groups:
A) BBmolla, Titus, RachMarie, Bulba, F-16, Toogeloo
B) KBW, Desperado, Toasty, Toogeloo
These are my perceptions of the greater consensus of reads. Players from Group A have a majority of the town base reading them town, there might be 1 or 2 people who would like to see someone from Group A swing, sure, but the majority of the player base seems to town read them. Players from Group B have had suspicion shed on them, or are null in the perception that there haven't been people clamoring that they are town. I put myself in both groups to both appear non-bias, and because I do think I am margining on a near 50/50 split decision of how I am being read.
The player from Group A should be the one investigated. The player from Group B should be the one that's evicted.
