He's at L-2. I want to talk to him before putting him at L-1 just to make sure I didn't misunderstand anything that led me to my current conclusion that he's a scum-butt.

Not sure if trying to not vote scum buddy, looking for a way out of voting him, or looking for an excuse to vote a town member, I'd like to see how this goes.
