The thing you've described is pretty different from someone just saying "noose". The word alone can mean a lot of things, while what you've described should be pretty clear.

This question is really absurd, because the Buddhist swastika is only being brought up because of the Nazi swastika. If someone who never heard of Nazi always wore it, what would you think about them?

Btw it's more of a Hindu thing and just got absorbed into Buddhism as kind of an afterthought like a lot of other Hindu-flavored content in Buddhism that isn't actually germane to Buddhism's own original content, because Buddhism developed in a Vedic Hindu milieu.

I would argue that many of them are at least racially insensitive, there is a difference between insensitive and overt racism

Racially insensitive is it's own problem because it still hurts minorities but because people think they aren't overtly racist, they don't need to change course.
