So yes, he can use either/both on both kills.Two actions should be submitted at the same time. Mafia must prioritize their two kills. One-shot actions may only be used once, but one-shot modifiers will be used on all actions during that day (a player may not choose to use a modifier on only one of their actions if they perform two actions). You may choose to only carry out one action instead of the allowed two.
