Also OMGUS at it's core is essentially retaliatory actions based on being scum-read. Doesn't necessarily need to just be regarding votes but a lot of the time it does regard that.

It's a bit of a change of direction as I was typing it out and rather than starting over I just tried to explain it at the end. To be honest it was more of a lean scum rather than downright scum.
