Well, it doesnt mean much now. I dont see vigs coming, but i could see a vengeful or two. Its a definite statement wrt the balance of the game, even moreso since we all essentially get [x]shot powers and modifiers in defined quantities.

14 player themes are a statement the mod wants to dodge the slower mini-theme queue and have maximal chance of the game filling and run a game similar to a minitheme
