From my limited experience on this site, players can tend to get emotional and do things that defy logic or reasoning, so I can see someone claiming cop in exasperation or anger. I read Salamence's posts as such.

I don't think salamence fits with the emotional profile. If he was being emotional about that exchange, he would have voted the crap out of severa in colored, large sized bolded text

Severa caught on fast, that's what the parity check claim was about. Gamma also got it early with his 'antispew strats' comment. I'm unsure if Fark's been playing along or not, but I lean towards yes. Kerset seems to have not caught it, and I'm surprised by that. Alchemist def knows now but seemed slow on the uptake. Salamence... definitely didn't get it but now seems to be pretending they did all along, which is part of what's raising my eyebrows here. Bitmap's been playing along with Severa at least, but IDK if he's been playing along with TL.

I believe Gamma used blast and I used charge and got a +1 vote as part of my passive.

Pretty sure votes won't get abused because everyone knows that they'll get policy lynched for being sneaky with voting.
