Could go that way. I think it’s functionally useless since the governor will be killed and/or recruited unless they are immune or other mechanics intervene.

Lol, it's been so long I forgot how fun playing with Nero is. I matter a great deal to me and that's mostly what matters to me...

I don't really agree that TSE to be scum here. I guess she could be but I'm not 100% sold. Her "let me be town leader" just kinda comes off as genuine to me.

In short, we may be able to use the Governor wagons as informational tools later in the game. If the gov is cult, for example, there's a decent chance some of their cult buddies helped them get elected.
