That's easy. Scum don't have any reason to die. Scum have every reason to encourage a save. The townblock is all town. If I save (the only way two saves should happen) then I have a 2/3 chance of saving scum. That person removed. The other townie does a save.

Both scum alive, both town dead. That's the only way a dual save works. It's horrible.

I'd want a guaranteed scum. That works without trusting anyone. Then, afterwards it should get announced that scum elected to save a person. That results in an elimination of that player and a win.
