Yep, this is true - and Scum going for that neighbourhood wonder just to deny it to town seems.....very unlikely with their limited choice for toys. Combined with the China-wall being in the two of them, it looks rather likely that Nero has been bussing Nancy after all.

If nancy flips Town then because Forbidden Palace requires day activation then scum have it. This means they fear an NK so they did not pick up the vig.
If nancy flips scum then because nancy likely fake claimed building that wonder she likely built something early.
