4Ts isn’t stupid. He was probably aware that saying that he was informed would maybe get more votes on him. The fact he just kinda blatantly accepted that feels towny. Its not scum with a mindset of coming up with a claim to get people to back off.

setup knowledge is much more important for scum to try to figure out as quickly as they can in theme role madness like games. A CC trade gives them some more setup related information to work with.
