Leaning Tower if built is a scum claim because that person didn't tunnel Creature / Vecna and no one proposed a Creature or Vecna 1v1.
Great Zimbabwe is a scum claim if built because no one spoke out about it today.

Most players have Creature and Vecna off their scum lists but if that person had Leaning Tower they would be screaming one of <Creature/Vecna/Dave> had to be scum. No one also claimed it in mass claim.
Leaning Tower is a scum claim.

So we need to have two people on the investigative key wonders like Big Ben. You and someone else willing to check Gork.
Then mass claim wonders only from build submissions then claim results in a specific order to keep accountability high.
