But if you know all the vigilante claims, frankly it'd make sense to me scum killed a likely investigative instead, one a vigilante wouldn't shoot. Killing the people who could find you seems reasonable to me.

Maybe scum don't care about the vigilantes for some reason. Perhaps a scum DOCTOR. I dunno. Just spitballing.
