I should clarify. How do you propose we order the complex numbers including "complex" ordinals? For instance, is "1 + 5i" less than, greater than, or equal to "3 + 2i"?

What does 13i mean?

Thirteen imaginary units.

Well, in non-complex numbers you order them by biggest to smallest. This can be done by considering that positive numbers have dexter distance from 0, and negative numbers have sinister distance from 0.
Moving this up to the complex plane, we can order numbers by both their real and imaginary distance from their respective 0 axis. The point 2 + 3i would have the same distace as 3 + 2i, but not the same as -2 + 3i, since the -2 has sinister distance from 0.

All of this to say that if you draw concentric circles around 0 + 0i, the positive complex numbers (where they would look like |x| + |y|i) would have the exact same dexter distance from 0 (and would thus all be ordered the same way), while all negative complex numbers (where they look like -|x| - |y|i) would have the same sinister distance from 0, and would be ordered behind the positive complex numbers. Meanwhile the mixed complex numbers (in the form or either -|x| + |y|i or |x| - |y|i) would have their dexter and sinister values added up, and ordered as such. None of these numbers would ever have a greater or smaller distance from 0 than Positive or negative complex numbers, and thus would fill the ordered continuum between the positive complex max and the negative complex min

All of this to say that you add dexter distance from the component's axis and subtract sinister distance from the axis.
