3 is kind of the magic number for "every nth hit". It's way too easy to get in 2 hits and they have to give it very little power. If they make it every 4 hits, there's rarely a point in trying to get it twice. Every 1 hit is of course just on-hit and is easy to balance around and have feel good because of how consistent it is.
I think she meant that xin has a heal on every third hit as well.
