I’ve actually maybe one or at most two games at most where this wasn’t the case, where there were two competing scum wagons. Otoh, two competing town wagons is pretty common.

Actually, I think it's Not Related to Game > Reviewer > Mod > Town > Scum. I'm not going to bother checking, but I had a pretty long scum run and I mod more often than play nowadays.
