Let's assume a random wagon gets to L-1 (which isn't a bad thing imo). Unless they were an idiot, nobody would claim in that situation - and only scum would demand that the person claim.
The only risk is that a person will misread the votecount and hammer by accident - or that scum will hammer and claim to have done so by accident - but that's easily dealt with by not accepting such an excuse on policy grounds.

Seems I missed a major bandwagon.
My first reaction to my PM was okay, mmm, aligned to the council, kay no partners, wins when all who oppose The Council are eliminated, yey, town. Now that I think about it, I could also have assumed that I was some kind of traitorish role working for the councilscum powers (I dont know why I didnt) but after seeing the op, I confirmed I was town.
So I can see why someone could have made this mistake. Dont totally understand it but its not that impossible considering what vollkan just said. With that said, this wagon smells bad for some reason
There are tons of interesting reactions.
