I'm going to bypass the newbie queue due to offsite experience. If I don't want to share this offsite experience, do I still need to sign up here? I feel that it is dealt with on a case by case basis.

Only the newbie queue has experience requirements, you're free to sign up to any of the other queues if you think you have the skill level for them.

Keep in mind, though, that the mods themselves may have experience requirements for their own games (usually at least 1 completed game; there may be more depending on the game size and/or the complexity of the theme/mechanic), so it'd be best to check that before /inning.
