That still has (much of) the problem of the original Newbie Setup, that the Cop claims Day 1 so the Doctor can keep protecting him.
I'm also not fond of having an insane cop in a newbie game; that would give newbies the impression that it's a standard role, when it really isn't.

Paranoid Bat Owner - As opposed to the gun owner, this one simply silences you for a full phase.
Fisherman - They have X% chance of "fishing" for items they'll use the next night.

But then the town power roles would die night one after the mafia and SK claim vanilla? And what if an ACTUAL vanilla is believed to be mafia and lynched?
Mass claim fail.
Any game has the probability of mass claim, I'd assume; however, what do you propose would make this set-up less likely for that? Fewer town PRs? (I'm not trying to have a go at you or rouse you up, Emp, I'd honestly like your opinion.)

Personally I'd change the Fisherman into VTs and strip the scum of their power roles.

It doesn't it just needs to happen if you get rid of the Fisherman for balance.
In a good open game (excluding certain varients (if it doesn't apply then its obvious) scum should be ablev to just claim VT.
In your original game if scum just claim VT then they will almost certainly lose (if they're going to win then SK will shoot for scum.)
In my proposed version the town has a much harder time due to the increased numbers of VTs.
Looking at your game further the PGO/PBO should probably change roles. They don't really work in open set ups.

Mechanics
- No Lynch is not allowed.
- Cannibal: If a Cannibal night kills someone, they take the body and put it in their larder, resulting in no reveal to the town for that kill (the Cannibal who performed the kill learns the role/alignment, but no one else does). If a Cannibal night kills another cannibal, they take all of the bodies their target had as well (they learn those role/alignments as well).
- If more than one Cannibal nightkills the same target, they both learn the information, but not that the target was killed multiple times.
- If two Cannibals nightkill eachother, and are not in turn nightkilled by a third Cannibal, they and all their bodies are revealed.
- Lynch always results in public role/alignment reveal of the lynchee. If the lynchee was a Cannibal, the role/alignment of any bodies they had is also revealed publicly.
Notes
- Mafia is weaker than in a normal 1/3/9 setup; on the other hand, the Cannibal mechanic should give mafia more leeway in safeclaims, does not give town associative information immediately if a mafia is nightkilled, and the gunsmith is equally likely to get a guilty on a non-mafia as on a mafia. Still, they can lose before D2 if they're very unlucky.
- Roleblocker's purpose, setupwise, is so "I tried to kill that guy, and he didn't die" does not automatically mean the target must be the Serial Killer.

-The Mason Leader or Cult Leader cannot recruit each other.
-Vanilla Townies are informed of their alignment changes.

-Cultists and Masons cannot be recruited by their foes.
-When the Cult Leader or Mason Leader is lynched, another member of the group will be picked to become the leader.
-The Cults can only talk in the Day, while the Masons could talk in the Night.
-Town Win Condition: When the Cult are all lynched.
-Scum Win Condition: When the Town are all lynched.

You do realize that that setup essentially has two cops? One is a "miller", but the other doesn't have to claim to get his target lynched, so it balances out to two cops.

If both parties attempt to recruit a person, who wins?
What if the stalker checks someone who is being recruited that night?
Aside from that, unless the cultists have a nightkill, the setup has several flaws -- mason leader can declare openly, and the neighborly stalker can declare openly with his results (depending on timing questions). If the mason leader attempts to recruit someone and it fails to work, that person gets lynched. Etc.

Oh, I hadn't even realized that: Both cops can claim with no fear. So yeah, it's two cops, with one being a miller.

Mafia has a nightkill, which they have a one shot ability to make unblockable. (Hence the name: normal the mafia shoots people, but once a game they throw a grenade instead.)

Mafia is OP....
In a newbie game there are 2 mafia 1 cop and once doc and 5 townies sometimes and that is balanced... This has 2 less townies and mafia has more power. It's lylo day 2.

3 Vanilla, cop, doc, 2 mafia favors towns.
That said, the whole "Lynch or lose on day two" is a reason to push it to 5 vanilla + cop + doc + 2 mafia with a one shot unblockable kill.
