Jabu-Jabu would be a fine ruler, by the by. Except that having a Zora-affiliated ruler who would doubtless have to remain in Zora's Fountain, probably shifting the capital to Zora's Domain, would cause tensions between the Zora and the other peoples of Hyrule.
