Town doesn't worry as much about appearances.

Avoiding questions APPEARS scummy.

Scum would be CONSCIOUS of this, and WOULDN'T DO IT.

Town, while mostly would answer the questions (as it is a pro-town thing to do), AREN'T PAYING AS MUCH ATTENTION TO APPEARANCE.

And so are infinitely more likely to avoid answering a question THAT BLATANTLY.
