If the JOAT was turned into a 1- or 2-shot rolecop, and the strongman was substituted out for something like encryptor, I would say we'd be closer to being in business.

I'll be fully honest, the setup in question still wouldn't exactly leave me happy, but I feel like it'd be approaching a fair compromise of being what you envisioned, while still satisfying the requirements.

So for clarity, that would be:
Encryptor
1/2-x Rolecop
Odd-night Neighborizer

vs.

Vanilla Cop
2-x Watcher
Even-night Rolestopper
Desperado
Fruit Vendor
VT x 5

As a starting point. (It may require a little more nerfing on the town's part.)

Why are so against a strongman. It's only one shot and it prevents mafia being helpless on even nights because of the rolestopper.
Also scum have day chat without the encryptor so. Mentioned it in the OP.
RB again is one shot only.

It's not blacklisted, no, but you are still only allowed to use 1 new/variant role in a Mini and that includes anything that's not explicitly Normal - in particular, your latest suggestion still falls foul of the rule as it includes both a Fruit Vendor and a Desperado, neither of which are explictly Normal.

In most games Fruit Vendor mostly just serves as a distraction. That's not necessarily a bad thing, but not really what we're looking for in Normals. You may disagree, but those are the current rules.

FV can clear themselves in games where mafia cannot do an NA and do the kill, when there is only one mafia left.

I think at that point the following sequence is much too likely:
Mafia use their Strongman on the IC N1, and get Watched, Rolestopper saves the Watcher N2.

I don't think of IC as much of a threat early on. Its just a player who can never be lynched. Their reads can be wrong and killing other PRs is a bigger priority.

Wiki says that Friendly neighbor is a stronger role than IC. I don't mind having that instead of the IC.
