I mean, it's marginally better right? Depending on the setup. Its advantage is universal, which is that a successful neighborization gives you someone to claim to, with potential for them to later claim guilties for you. Its disadvantage is that a guilty and a failed action are indistinguishable, which is a big disadvantage in a setup with a mafia roleblocker/stopper/gaoler/etc.

i think the extra inno is way better than the extra claimant(s) especially considering the point where the claim matters (i.e., cop makes it to d3) is already really great for town
