If it's "breakable" I think it's from wise individual action, not from wise collective actions.

No, the scum have a backup gauge, and they can manage their usage of the backup gauge and use PRs every night even if all town aligned players are ulting every night.
Say they have a rolecop a loverizer and a roleblocker or whatever, if we tell them we're mass ulting they have to manage the backup gauge and they have only the loverizer act every night so that their backup gauge never overheats and they keep getting two kills a night.
If we don't tell them we're mass ulting, they can borrow our magic from the main gauge and all three of their PRs can act, possibly without triggering an overheat. But as the decently randomized/theme game representative example shows, there's a good chance the other powers don't matter that much.

I think previously there were games without the backup gauge and that kinda got broken by town working together? I mean we're probably better off just playing the game normally, with the backup in the game i figure its kinda hard preventing wolves from doing things
