You may place the 16 in an empty cell, replace a filled cell with your 16, or place your 16 on the table.

I want to place it and move another of my numbers to a different square. Can I do that?

The only way to change a number in your grid is to replace it with another tile.

So I can’t move 16 to D2 and place 3 in C3 then. I don’t know what to do then?

You cannot move the tiles around once they are on the board.
You have to decide where you want to play that number 3 that you just drew.
You can place it in an empty cell if that would leave all of the numbers in both the row and column in ascending order.
Or you can put your 3 in a cell that already has a number in it. Both the row and column have to be in ascending order. The old number is replaced by the 3 and is placed on the table.
Or you can decide to not put the 3 on your board at all and place it on the table instead.

according to my experience, you can't just take away a number. You have to get a tile to replace it
