If you're not currently modding another mini, you don't need a backup mod.

If you're currently modding another mini, you do, and in the previous queue rules you actually would have been forbidden from modding at all so I'm actually less strict.

I don't see where I wrote a requirement for first time mods to have a backup mod. Donner party is an approved open setup which is why you can run it as a first time mod.

On D2, all players will share a common thread and may freely discuss each of the mini games, though they may only vote on the mini game they are taking part in. However, once a mini-game is resolved, the players in that game flip and are removed from play.
