Well, if we take serius, i want hear what mod thinks about it, because it really counterreversal, as there's only two persons who can't win that way (everyone else in town can just join mafia).

Well why would anyone want to elim you? This behavior is pretty towny, and I'm not going to rely on joining a mafia hydra later on to win the game.

We can misexecute town and all have them join the mafiosos and then everyone can win

There's issue.

Everyone can't win. Even if we murder mafia to not let them win too fast, in situation 2 towns+1 maf, these two townies can't win, because game will end immediatly after it as parity.
And considering how funny person with 6 hydras will look in this situation...

Town may target however they decide they want to target on the hydra-zation shots. The game will end as soon as a win condition is achieved. I cannot weigh in on whether any particular plan is a good one.
