It seems extremely plausible. Amnesiac cop investigated a scum and sent it to the scum buddy. He did not target Molla again because of the risk that Molla would be dead. Now scum buddy does not want to release result.

a amnesiac cop = gets the role at start of day, day starts he has no info, night comes, he investigates, gets result, outs result the following day.

No. I said "I have a theory that both targets are scum," which then loops back to the idea (I think it was aegor who proposed it) to submit the same target and send it to someone else.
