You can't propose this sort of policy and expect town to follow it within the game though, since scum *know* the result of splitting according to the policy, and it's an arbitrary policy.

Quest was a known RAS alt. What's more interesting is that Notes was also RAS :P I immediately felt Notes was a RAS alt in another game, but both slots being in this game made me dismiss that thought.
