I mean the regular risk is 40%
so when you pay extra do you reduce it from 40% -> 36% or 4% of 40%?

It is a linear decrease. Spending $12 for instance makes the risk rate 36%. Spending $15 would make it 32%.

can you explain how risk works?

Yes. There's some rounding/truncation involved, so you may gain or lose a few extra cents.
It's something like I generate a random integer from 1 to 100, divide by 100, and compare it to the risk value (as a decimal). If the generated number is less than the risk, the stock falls in value and vice-versa. I am going to note that the rise/fall in value based on risk is the first thing I determine, and then other modifiers are applied from competing stocks, etc. Thus, it is possible for a stock to "fall" based on the risk value but end up with a positive net change after all the modifiers are considered.

(This assumes the sells and buys occur in different months. In a single month, I collapse multiple buys and sells into a single buy/sell transaction.)
