He carefully picked one of the two people who didn't have any votes at that stage of the game for his RVS vote, probably to give an impression of random voting (via even distribution + new target) while trying not to draw attention to himself by being the 2nd vote on someone.
On subject of TIP, while he hasn't been particularly pro-town in his actions, I think he'll flip town. I'm ok with lynching TIP for day 1 if people are against lynching Mara.
