I am starting to doubt that there is a survivior though as I feel they should already have claimed. Though, I recognize that in a tiny part of their brain there might be that fear that someone is a vig/day vig that inexplicably has saved their shot for literally just this moment.

I wouldn't mind if everyone just truthfully claimed and we accepted a draw or or decided which faction should win.

But given they have stubbornly insisted on lying I doubt they're going to change their mind any time soon.

problem is, elim 1 scum makes us lose,, remaining scum shoots town,, parity

town elim gives risky shootout,, no guarantees
can no elim possibly,, possibly better, unsure,, unless i'm missing something

thinking, "roll the dice" aka no elim, am a betting man after all)

even if survivor, need to get rid of killing scum for us to be safe (or me/town)

I agree that there are no other factions with consistent kills outside of the mafia and Werewolves still alive. Just based off of the kills being consistent with that. Whether the werewolves or mafia were totally wiped out in the last round of nk's does not appear knowable.
I am not knowledgeable enough about mafia to know what scenarios beyond a survivor there could be other than the one scenario listed.

My guess is that nono is a survivor, NDmath is town. Vax is a werewolf.

I think the best idea is to force two people to cross vote.
If neither get instantly hammered we know who the survivor/scum are.

From there we can renegotiate their claims.
It's risky but it seems hypothetically sound?

Supposedly there is a mechanical thing going on with ndmath and bell that proves bell is town? I'm not sure what that is, maybe someone can tell me, but here is how i see it:

ndmaths mechaical is either a lie in this situation, or semi truthful, or a good guess depending on the mechanical

I see two ways to win.
There's a survivor
or the other not-town doesn't have an nk and we kill the not town with the NK today.

We can also force them to concede by having them counter vote one another. Because if they're not hammered because both not-town voted each other our leverage forces them to make concessions or choose a draw. This might also force a survivor to claim allowing us to identify the non-survivor.

We can also win obviously if both not-town have a night kill and kill each other.

In the cross vote scenario, it's mostly just about using leverage to get a better position.

How do you force someone to vote someone else though, when the town-optimal play is to not vote (under your scenario)?

You say you'll vote them if they don't vote the other guy. Ensuring they die if they don't cross vote. Given that their only goal is to live to end game they should comply.
